OIC - RD RENATO O. ROSALES

Director Renato Ocsabido Rosales is an accomplished auditor and public servant, with a wealth of experience and expertise in the field of auditing and accounting. Born on June 17, 1965, in Salug, Zamboanga del Norte, Director Rosales earned his Bachelor of Science in Commerce major in Accounting from Saint Louis University, Baguio City, in 1985, and passed the CPA board exams in 1987. He later qualified in the local scholarship program of the Civil Service Commission and pursued his Master’s Degree in Business Administration from Jose Rizal College, Mandaluyong City, completing the program in 1999.


Director Rosales assumed as Officer-in-Charge Regional Director of Commission on Audit Cordillera Administrative Region (COA CAR) on March 6, 2023. Prior to his appointment as OIC-RD of COA CAR, he was the Assistant Director of Cluster 1- NCR Local Government Agencies, Local Government Audit Sector, this Commission, from February 2, 2022, to March 3, 2023.


Director Rosales began his career in this Commission in 1989 as State Auditing Aide, and has held several positions since then. His assignments as Supervising Auditor and Audit Team Leader have taken him across various government offices and agencies such as the Philippine Amusement and Gaming Corporation (PAGCOR), Department of Transportation (DOTr), Department of Public Works and Highways (DPWH), Municipal Government of Taguig (now City of Taguig) and Pateros, Metro Manila.


In addition, Director Renato has an impressive record of international audit engagements of international organizations, including roles as Senior External Auditor for the International Labour Organization- Better Factories Cambodia in Phnom Penh, Cambodia in November 2019, World Health Organization- Regional Office in Europe in Copenhagen, Denmark in February 2019, World Health Organization- Country Office Nepal in Katmandu, Nepal, in August 2017, and World Health Organization- Country Office Turkey in Ankara, Turkey, in November 2013. He also served as an External Auditor for the World Health Organization- Country Office Ghana in Accra, Ghana in February 2013. He was also assigned as Senior External Auditor for the United Nations Logistics Base in Brindisi, Italy in 2006 and 2007 and as External Auditor for the United Nations Truce Supervision Organization in Jerusalem, Israel in 2005.


Director Renato’s impressive career has included many notable audit engagements, reflecting his commitment to excellence and his ability to deliver results in complex and challenging environments. His extensive experience and expertise in auditing have contributed significantly to the success of this Commission in ensuring accountability and transparency in public sector auditing, both locally and internationally, and his work continues to be a source of inspiration for young auditors of this Commission.
