OIC - ARD BERNARD D. BAKILAN

Atty. Bernard Dinanas Bakilan assumed as Officer-in-Charge – Assistant Regional Director of the Commission on Audit – Cordillera Administrative Region (COA-CAR) on October 3, 2022. He joined the Commission in July 2013 as Attorney IV at the Office of former Commissioner Heidi L. Mendoza, and was promoted to Attorney V after two months. On December 2015, he joined COA Region IV-B (MIMAROPA) as Assistant Service Chief of Fraud Audit Division and concurrent Acting Chief of Staff of the Office of the Regional Director, and on February 2019, he was promoted to Attorney VI, where he was designated as a full-fledged Service Chief of the said division.

 

After passing the CPA Licensure Examination, he started his career as a Junior Auditor at Punongbayan & Araullo, CPAs in Makati City in November 2007. While taking up his law degree, he taught at the College of Accountancy of the University of the Cordilleras, Baguio City. He is a reviewer in various CPA review schools in the country, handling Regulatory Framework for Business Transactions, one of the subjects in the CPA Licensure Examinations.

His notable audit engagements with the Commission are the special audit of the share of the Philippine Government in the verification and consular fees collected by the Manila Economic and Cultural Office (MECO), Taipei, Taiwan, in the amount of P100 million; special audit of the payments made by the Land Transportation Office (LTO) for the ID type driver’s license in the amount of P740 million; and special audit of the money claim against LTO in the amount of P960 million.

Atty. Bakilan is a CPA Lawyer possessing three bachelor degrees: Bachelor of Science in Accountancy (Cum Laude), Bachelor of Science in Commerce Major in Financial Management (Magna Cum Laude), both in 2007 at Saint Louis University, Baguio City, and Bachelor of Laws at the University of the Cordilleras, Baguio City, in 2012. He also earned his Master of Laws degree at the University of Santo Tomas, Manila, in March 2021.
